Dennis Broeders is associate professor of security and technology and senior fellow of the Hague Program for Cyber Norms and the Institute of Security and Global Affairs at Leiden University.Bibi van den Berg is professor of cybersecurity governance at the Institute of Security and Global Affairs at Leiden University. She is head of the cybersecurity governance research group and initiated The Hague Program for Cyber Norms. She has coedited Governing Cyberspace: Behavior, Power, and Diplomacy (Rowman & Littlefield, 2020).
